Potion od experience bugged?

I popped every exp earning item I had to finish my leveling. I did notice that the potion of experience (looks like a haste pot) takes off your haste and does not show any timer or effect to show that it’s working. I went through about 4.

Could you check this out?

Potion of experience gives 1% of exp at tier 1. It is not a buff, but gives a fixed amount of experience instead.
